Why it matters
This win continues a run of large Powerball prizes since rule changes in mid-September. The earlier coverage showed the jackpot had grown to $28 million after Wednesday draws and rolled over multiple times, including a $28.25 million win on Father's Day and a $20.1 million win claimed in late September. The introduction of four new Powerballs on 16 September changed the odds for the first time, setting up the conditions for this $15.3 million prize.
