Paraparaumu Hell’s Pizza owner Wenbin Shi sentenced to home detention for $503,000 tax evasion
Pizza shop owner Wenbin Shi was sentenced to 10 months' home detention for failing to file tax returns and withhold PAYE, leaving Inland Revenue with a loss of $403,855.
What happened
Wenbin Shi, who operated Hell's Pizza in Paraparaumu through SWB Foods Limited since 2014, was sentenced in the Porirua District Court on 15 October to 10 months' home detention for tax evasion. Shi had full knowledge and control over the company's tax obligations but failed to file 25 GST returns and five years of income tax returns for both the company and himself. He also failed to pay 23 PAYE deductions, withholding $194,295.50 from employees' wages between July 2019 and November 2022. An Inland Revenue audit begun in June 2024 discovered SWB had a $400,000 tax debt. The company's annual sales ranged from $687,708 in 2017 to $1,390,341 in 2024. Outstanding GST alone was $185,143.86, and five years of unfiled income tax returns totalled an estimated $124,415.77. In November 2025, Shi filed all outstanding returns totalling $503,855.13. He repaid $100,000 before sentencing, leaving Inland Revenue with a final loss of $403,855.13. Judge Andy Nicolls emphasised that tax offending was not a victimless crime and stressed the importance of deterrence and denunciation.
Why it matters
This sentencing is part of a broader Inland Revenue tax compliance crackdown. Since late August 2026, the department has pursued numerous high-profile cases: a Northland woman was sentenced in September for falsely claiming $750,000 in GST, an Auckland man was jailed for 26 months in September for $555,000 tax fraud, a Christchurch man received two years and three months in prison in late September for $1.4 million in evasion, a South Auckland couple were sentenced in early October for $560,000 in evasion, and a dairy industry manager received 12 months' home detention on 16 October for accepting kickbacks. Shi's case exemplifies the department's focus on deliberate non-compliance and withheld employee taxes.
